The Promenade: an integral part of Dubai’s tourist sector - the Wheel Hotel with its own new private beach will be operated by Dubai’s Jumeirah chain:

The property industry now accounts for about 30 percent of the emirate's economy – but most property projects – like Dubai Marina, JBR, The Promenade, Culture City, or Dubailand - are built to support tourist attractions – or to provide accommodation for the growing numbers of business and professionals employed in the skills hubs and occupation cities - like apartments in DIFC, Silicon Oasis, or Maritime City – or to provide housing for workers in the free trade zones such as apartments in Business Bay or Downtown Jebel Ali next door to JAFZA the port duty free zone  - and to this extent may be regarded as support infrastructure of the tourist - skills hubs - and free trade zones.
